The Occupational Training Center of Burlington County (OTCBC) manages a unique recycling program that employs local workers many of whom have developmental disabilities. These workers are represented by CWA Local 1038 and are engaged in a difficult contract battle that threatens to undermine their ability to afford vital health benefits.
Management is taking a disgraceful hardline approach, demanding that workers accept inadequate health coverage while threatening to roll back wages and other parts of the contract until workers give in to management’s demands. We are calling on our brothers and sisters to stand in solidarity with these workers as they rally for a fair contract.

OTCBC CEO Joe Bender earns over $330,000 a year with fully paid family health coverage. By contrast, workers earn less than $15 an hour and are asking for a $1 per hour raise with single-only coverage in a modest current health care plan.
By employing workers with disabilities, this recycling program provides an important service to the community, but it is equally important for these jobs to respect the financial and health care needs of employees. Please be sure to come out and support our brothers and sisters during today’s rally.
